Well all depends on how good a finished job you want
as well your willing to spend. For such a job as this i'd get
masking tape, a newspaper, primer, sand paper and the right
matching paint. Also a tin of clear lacquer. Maybe €40 all in.
Do one part of your car first on a clear sunny day(when we
next get one;)) Maybe check out a few spray painting videos
on youtube or read up on techniques. Have fun.

The single most important thing is to remove all the rust down to blank metal. Not black metal (that's just polished rust) but blank, shiny metal. And then get good rust inhibiting primer on it, filler as appropriate and a coat of paint or two.

If the rust is only poorly removed it will bubble up again in no time.

The best tool to remove paint and rust by far is a so called CFSD disc

It takes everything off without gouging the metal as much as a grinding disc or even sandpaper would.

Filling the whole in the paint that you just made so that you don't notice it afterwards is a science onto itself ...one that I personally haven't mastered yet, so I won't advise any further :D
