Any travel agent in HK will get it for you. It takes about 3 working days. I think there may be a faster option which costs more but I was in no major hurry.

You don't need flight details, just passport, photos and the necessary fee (can't remember how much).

You can also do it yourself in the embassy, its easy as..Its a bit cheaper and the embassy is right in the city center. May take 3-5 days depending on how much you pay, the visa is for a max of 30 days from entry.
Sure go about it when you arrive and then spend your days wandering hong kong and maybe visit some of the other islands if you have time.

Dont forget a pen and your passport photos! I'm only saying because I did and it was a bit of a pain in the ass

Probably a silly question but is a visa necessary to visit hong kong for under a week just as a tourist?

No, not unless you're staying over three months.
