bought an old peugeot racer on sunday, took it out for a spin tonite but after 15-20mins the right pedal became loose, I stopped and checked it and it seemed to wobble, it then came out and the threading inside the crank is worn away, the pedal is fine tho.

theres 2 chainrings, its a 10speed, I was gonna leave it as it is cos Ive another racer for a fixie conversion if Ive to buy another crankset I might just for for a single

could the previous owner have known about this?

As it happened on your first spin it's very likely I would say. Maybe that is why it was put up for sale.
Pedal/crank threads can be damaged when the inexperienced don't know which way to turn the pedal axle, although this usually occurs on the left pedal because this is the unconventional one.
It may be that the previous owner decided to keep the original pedals and damaged it when changing pedals before sale.
I would contact seller and ask.

I have done this before when the bike fell over, impacting on the pedal. Cycling it home the pedal got looser and looser to the point it had really gouged out the crank. Left hand crank so easier fix in my case. Point is by the end of it the pedal was completely loose and substantially worse; there would have been no way at that point to get the pedal back to appearing normal. If the pedal was actually solid when you started and completely loose by the end while it is possible the seller did something wrong causing the problem it is entirely possible they didn't know about it.
