Noisy neighbours? What to do now?

I have since last summer had problems with my downstairs neighbours being noisy playing music way too loud.

So far I have done the following ever since it started:

    1. Contacted the facilities management company who in turn took directly contact with the tenants in the apartment. Nothing happen even though I sent at least 20 mails over a period of a few months.

    2. I then contacted the letting company from whom I'm letting from who in turn contacted the landlord and the facilities management company. A little improvement but the noise came back.

    3. Again I contacted the facilities management company and was told that they no longer wanted anything to do with the matter and told me to get a solicitor and call the Gards the next time it happened.

    4. Noise again from the apartment so I went down and was laughed at by the little dude who was playing loud music. I told him I thought the music was too loud as I couldn't concentrate on anything in my own living room. He just said he didn't think it was loud. I left and the volume was eventually turned down.

    5. Noise again from the Brazilians down stairs. This time I called the Gards who came after 10 min. I let the police in and they rang the doorbell of the tenants in the apartment below. The music was not initially turned down but stopped after 15 min or so AFTER the cops had left. The Police officer told me that I should get a solicitor and serve them with civil court papers, but I'm moving out in 8 weeks time so no good :(

    6. Now there is music again from the apartment and I have exhausted all possible possibilities

It seems like you can't do anything as no one cares. They know this and use this to their advantage OR they are just unbelievable stupid.

Other people have also complained about the noise at times but I don't know who as there are only 12 apartments in the block where we live.

The frustration is now at its max and I don't know what to do.

    Anyone have any ideas?
