Barrels and the 1 Joule rule

I was reading the tanks in airsoft thread and I had a thought.

Does the 1J rule apply to devices without a barrel?

For instance a big bad bow doesn't have a barrel (the wings are entirely superfluous it operates using pump-action compressed air through a nozzle that sticks into the end of the dart):

For further instance say you adapted a nerf american football to be shot off the same platform, then replaced the platform with a C02 powered RPG-7 styled launch device:

Would such a device be legal if over a joule due to lack of a barrel?

The RPG does have a barrel a tube of witch a projectile is fired from is classed as a barrel.

This device wouldn't have one, it'd have a nozzle that sticks into the projectile.
