What I would consider to be a scumbag is the opposite of decency, the mistreating of ones family or other half, the abuse of absolute strangers on the grounds that you are in a big group and they are alone, the carrying of a knife, the wearing of full tracksuits without ever having the intention of exercising in any way. The consuming of alcohol in public.. urination in public.

Is that clear enough?
