Begging on a Bus

Today on the way home at about eight o clock in the evening, a family came onto the bus, and sat down spreading themselves across a number of seats. A girl approached me, sat beside me and showed me a perscription. She said she needed money to get something to eat before getting this perscription. After being very insistent and pleading, she tried two other people before finally getting money.

I'm not sure if it was or wasn't a genuine plea for help or if it was some sort of organised scam, but is this acceptable on a public bus? Do the new fines that are going to be introduced on begging do anything about this?

Scam. Watch for pick pockets when this is going on.
