Would this work in Ireland?

If you scroll down, it mentions MPEG2 in the specifications. It won't work in the majority of the Republic but it more than likely will work in border areas with the North. Likewise it could also receive overspill from certain transmitters in Wales (there are other threads on this).

I wouldn't be so sure about how DVB-T reception would be affected with the vehicle movement however. I'm sure someone will be along to elaborate further on it!

Depends on terrain for moving reception to my knowledge. I wouldn't buy if its MPEG2. You're better of waiting for DVB-T2 in-car I would think which will have MPEG4 also and then you're future proof. But again, DVB-H would be more ideal for movement and that may be tied in with the mobile phone operators but not til 2012 at least. So reception depends on terrain ie flat=good, hilly isn't so good. Wait til DVB-T2 is my advice for in-car. These should be available later this year likely. That'll then work for BBC HD when the North adopts it and it will work also with the North and down here also (backward compatible). But that spec is not forward compatible DVB-T, MPEG2 & no picture can be decoded for Saorview (DVB-T, MPEG4).

Maybe you could try giving up mentioning DVB-T2 for Lent? Undoubtedly, it'll be a struggle, but sure it wouldn't be a sacrifice otherwise.

The planned UHF DTT network in Ireland isn't really designed for mobile (e.g. in-car) use even with quite high powers, more fixed and portable use. A caravan style aerial (a disc parallel to the ground, or four square shaped diamonds forming their own square, both or which are omnidirectional) could in theory work but would need retuning a lot especially on long journeys.

The VHF Band III allocations Ireland has for a single multiplex is designed in mind for mobile use on a regional basis, but there are no plans to broadcast anything on these frequencies at present, and even if they wanted to, they would have to shut down the current analogue network first.
