AVG & locked files

Running an AVG cmd line scan in safe mode. There's a couple of locked files like the pagefile which is ok but it is also saying that the whole of c:\documents and settings\ is locked and can't be tested. Anyone come across before? Edit: C:\Users\ folder is also locked. Not going to be much of a virus scan then...
