Registering a foreign company

I was reading CRO leaflets and found and interesting thing.
When a foreign company wants to set up a business in Ireland, they have 2 options: a branch or a place of business.

The difference between them is that place of business is when clients do business with the foreign country directly and local office only acts as marketing, promotion, advertisiment etc.

Branch is available when most or all of business activity will be done in Ireland.

These two can be sometimes difficult to judge as every company now and then would request to contact head office or headquarters and deal with them directly as opposed to local branches.

Anyone registered a foreign company or heard someone doing that in Ireland? Was it difficult? How to distinguish really between a branch and a place of business?
