Cannot find TB89NET.EXE (or one of its components)

    I put in a driver theory test cd into my dvd drive and it came up with this message.

    It says toolbook aswell (whatever the frig that is).
    How do I fix it so it works?

    I don't have the disc, but tried somebody else's once and had some problem with Autoplay, I think I had to browse the disc contents to find a program or document. Sorry to be vague, but it was a while ago.

    I have the same TB89net.exe problem on Windows XP and it seems to be related to some security setting that the government IT people push on their networked machines. It happens on all Windows XP machine managed by these folks. It does not happen on any Windows XP machine not managed by these folks. Any thoughts on what may be the critical configuration item?
