Usually from a set of plans and a detailed specification.

Is there going to be an alarm system?
You will need an L2 smoke detection and fire alarm system, throughout.
How many and what type of outside light fittings, over doors, corners of soffits, how many of them on sensors?
    Any garden lights?
Do you need an electric supply for any heating system boiler, timer, stats, etc?
Do you need a supply for a water pump?
    Any electric showers?
    Any pumped shower motors?
Any whirlpool mechanisms on any bath?
    Any immersion heater elements?
    Any shaving socket outlets?
Any soctets or lights in the attic?
    Garage or shed supply?
    Any outdoor/external sockets?

I`ve been quoted in and around 6-7k to fit a house of around that size. That was a relatively basic spec with about 10 less sockets than you, + some cat6.

I have already realised thats missing alot of stuff, like heating controls, Infact I must have a scan off Poor Uncle Toms list myself...
