    If Airbag light is on is this a fail ?

    Also a crack on windscreen is this a fail ?

    Airbag light - not yet
    Crack on windscreen - depends on where and how big. See pg 18 of the NCT test manual (pdf file).

    From April onwards, Airbag light will be a fail.
    And for the chip. it depends where it is.

    For the airbag light, check the wires under the driver seat, sometime they may become loose and cause the light to come on. Happens from moving the seat forward and back

    Even if the crack on the windscreen should fail you may get away with it (unless it's massive and very obvious). I got away with a chip that should have failed one year, but two years later they failed it for the same chip.

    You should get the airbag thing checked out regardless, in the event of a crash the airbags will probably not deploy in their current state. Could just be a loose connection like the above.
