What is the process of a group of house owners who wish to sue a builder/plumber for bad work/faulty plumbing ?

Builder has yet to finish estate the council has €120k+ held belong to the company to insure work gets completed.

Plumbers did a woefull job, 90% of the houses have had to either replace boilders/re-plumb house/leaks. (Our house just had another leak last night, this will be the 4th major pipe problem, which will lead us to redecor the downstairs living area again !)

Please discuss and take into account the "down-turn" and how this might or might not effect both parties.
