Im not sure that many engineers would undertake the likes of this as its not really their forte. An architectural technician would be your best bet but its difficult to say how much as it would depend on what the application is for and where you are located.

If it was for a single house then Id imagine you would be looking at anything from €400 - €800 which wouldn't necessarily include the fee for the application or the cost of putting a notice in a newspaper.
