VRT and cars modified for use...

    ...have a neighbour who lives with his elderly father. He will use the car to ferry his father to and from hospital and understands there is some VRT relief where the vehicle is modified for that purpose and the passenger is certified as disabled. However, he wants to know if there is some requirement in terms of residence? Must they reside together? Or must they not not reside together? Must property be transferred from his father to enable the family avail of this relief on their vehicle?

    Thanks for any pointers...
