IRC not working on XP

IRC is not working on my windows xp pc. I've tried both Mirc and Chatzilla, both can't even pull up a channel list for a server. If I boot into linux, IRC is working fine. I've tried disabling my zonealarm firewall and it makes no difference. Any ideas what could be stopping it from working?
