Upstairs Apartment Leaking into ours

    Just wondering if anyone would have some advice on this.
    Our upstairs neighbours apartment is leaking into ours. It seems to be his central heating pipes which have been laid in the concrete floor without insulation. We had this problem with him before and we got it fixed though the mgmt company, now he won't let them in to check and is saying the pipes are not his and it's not his problem. Has anyone else had trouble like this and how was it solved, I really don't want to go the legal route if I don't have too as that could take months.

    Any advice would be great :)
