if its a laptop, hover over the battery icon on the bottom right, and change the battery plan to high performance

If you mean your GPU is downclocking, and you're on the 190.xx drivers (or newer), rightclick on the Desktop and go to nVidia Control Panel. In "Manage 3D Settings", you should see a "Power management mode" option. Change that to "Prefer maximum performance".
