Stamp Duty on Credit Card - Possible Exemptions???

    Hi,
    I have an irish credit card and have always paid the annual stamp duty on it. However i was informed that if i live outside the state I do not have to pay it. Is this correct?

    I also notice the citizens advice site says that if the billing address of your card is outside the state then you do not have to pay the duty? Is this correct.

    Any info would be appreciated.
