Please bear in mind that I have nothing downloaded to the phone and am a complete luddite and no amount of detail is too much. Look up iClarified.com on how to jailbreak your iPhone.
Then install the Winterboard App from Cydia.

afaik themes can only be installed on a jailbroken iphone which isnt possible with the latest os 3.1.3
