Have Ice started throttling torrents?

Until the week before last I was getting 150Kbs to 230Kbs on torrents now a max of 19Kbs no matter what. Everything else seems fine, You got to laugh at the "Grade A" result for Ice! Anyone else seeing this? Or have a way around it?
