does it actually display the desktop propperly or does it just flash black and then go to standby. If you can see the desktop right click and go to properties (or desktop resolution if you're windows 7). Change the refresh rate to 60 or whichever is lowest. I'm unaware of any settings that change on monitor power off/on but it might be possible.

I tried that but there is only one option. 60. I have noticed in the last few months that when I turn on computer the lower part of screen seems to have a red tinge which disappears after a few seconds. I am guessing its looks like an new monitor for me. would I be crazy to buy a second hand one?

that sounds like it was distorted with magnets. You should try another monitor. I'm sure a neighbor could lend you one for 20 mins to test
