Income levy and PRSI applied to salary paid in arrears

For income earned prior to the: income levy being implemented - December 2008 income levy being raised to 2%- April 2009 PRSI increases -April 2009 Does anyone know how to claim this back? The income was earned before the changes but paid after they were implemented.
