Planning Issues

I was wondering would somebody be able to help answer this question for me? I can't seem to find any information on the relevant regulations anywhere.

I am currently in a 2nd floor apartment which faces out over a building site across the road. Site offices for the building site have been placed on a girder frame over this road. This means that these offices are now less that 2 meters away from my window thus blocking light into my apartment.

I understand there is a legal distance between buildings (what is this?, I can't find information on it) but is there any regulations for temporary structures like this?

It might be worth calling the enforcement section of the Planning Department. They should be able to help or at least inspect the site to see if it meets with regulation.
