VAT refund?

Iv been a student for the past 4 years and I had never herd of students getting VAT refunds untill up to a week ago when a friend of mien told me his sister used to do it! It sounds too good to be true if you ask me. Surely if it was possible every student would be doing it! Dose anyone know anything about this?
