UPC & Rapidshare problems

Lately, while downloading files from rapidshare ( with Internet Download Manager ), the downloading stalls, restarts, & stalls periodically. Normally starts fine but diminishes quickly. Could this be directly linked to the recent issues with UPC ( as reported by many here ) ?
