Airport Utility & Windows Vista

I've just bought myself an airport express and I'm now attempting to configure/secure the wireless network but getting the following error:

"An error occurred while trying to access the Apple wireless device. Make sure your network connection is valid and try again. Error -4"

Now obviously I'm on the internet all unsecured which is just not going to fly!!! Is there any way to configure it without using the airport utility. I've no macbook to hand to try to secure it through utility on that so I'm just hoping someone else has solved this issue.

I also noticed now that no ip address is being displayed in the airport utility, am I missing a trick in this somewhere???
