Dublin 5, there's Mr. Skeffington near Beaumount Hospital.

Not sure where Dublin 13 is but http://www.rothar.ie in Phibsborough run classes from time to time.

Rothar is having a 4 hour class for beginners on January 28th. Cost is 40 quid and bringing your own bike to work on is recommended. I'm signed up for it myself; you can register and pay on the website.

They also do intermediate and advanced courses, plus a build-your-own-bike/fixie course among others. All on the website.
