How can one automate a feed from a website.

Does anyone know how to set up a program that will inform me when a website is updated.? I know some websites have rss feeds but this one does not so I was hoping that there might be a program i can use that will notify when a page is updated. If you know what i mean.:confused::confused:!! Thanks.

Or perhaps a routine that automates F5 button?

In other words to automatically refresh a website???
