Rule Question

My friends just had a heated debate on chipping the ball in snooker.

On one side, one friend said that chipping the ball intentionally is counted as a deliberate foul.

The other said chipping is permitted as long as the bed is hit before the ball.

I don't now enough to comment, as I've never seen it in a match, and always presumed theres a reason (apart from positioning) that nobody ever chips the ball in snooker.

Anyone know the official ruling or have any opinions themselves?

you certainly can't do it deliberately and I think even accidently doing it is a foul.

    http://www.worldsnooker.com/rules_of_snooker.htm

    Definitions:

    19. Jump Shot
A jump shot is made when the cue-ball passes over any part of an object ball, whether touching it in the process or not, except:
    (a) when the cue-ball first strikes one object ball and then jumps over another ball,
    (b) when the cue-ball jumps and strikes an object ball, but does not land on the far side of that ball,
    (c) when, after striking an object ball lawfully, the cue-ball jumps over that ball after hitting a cushion or another ball.

    Penalties:

All fouls will incur a penalty of four points unless a higher one is indicated in paragraph (a) to (d) below. Penalties are:

    (viii) playing a jump shot,
