    in a christmas exam i got between 40% and 45% but the teacher said the external examener could change these up or down would the external examener bring it down to under 40%

    He could bring it down if he didn't think you deserved 40%. He could also raise you up a few percent if he thought your lecturer marked you too hard. Then again, the external examiner might not even look at your exam.

    Most likely not, I would say.

    Any external examiners I have worked with have actually done their best to increase a mark, where possible. They are really there to ensure standards, not to penalise students.
