Childrens Allowance compensation for those on SW?

In the Budget there was supposed to be compensation for welfare dependent families regarding the children's allowance? How is this supposed to be happening. I was only paid 300euro's this month (2 children) and my SW payment is reduced as promised by the budget.

Your own personal SW payment was reduced but the child dependant part of your payment was increased by €3.80 to €29.80 per child per week.
