If you have a layer in an image which is mostly solid, but with patches of a very low opacity. Is there any tool I can use to select and clear the clear the areas of very low opacity?

Sometimes when I'm cutting out detailed shapes like trees, using the select colour tool, It leaves behind a hazey blue area in the background. The only way to prevent it is to turn the fuzziness way up, which then makes holes in parts I want solid.
