I go to A Cut Above in Lisduggan, they do a good job and are very reasonable e.g. cut and colour on long enough hair = €60, think highlights are only €75.

I always go to Urban Hype acrross from dignity bar, there all so lovely inside there and will actually do what you ask , wash cut and blow dry was 28e for me, no idea about hair colours, im more of a home colour person recession and all
