What would you do to curb climate change and wean the populace off its dependence on fossil fuels and unsustainable living?

keeping in mind you can do whatever you want without having to worry about such things as money and being overthrown. stop oil production completely? carbon footprint rations, building massive solar updraft towers using unpaid labour? anything you want as long as you feel it will be a sustainable long-term solution

impose harse population control measure with the aim of reducing global population to a stable say 5 billion in a reasonable time frame of course.

Encourage the mass planting of trees everywhere possible.

move away from plastic to paper products wherever possible.

Well, I think you couldn't go far wrong following Pol Pott's methodologies.

It is a known fact that highly educated people tend to have higher incomes and selfishly pursue comfortable lifestyles, so if you exterminate everyone with a greater than primary school education you will logically end up with a low eco footprint society that is an absolute paradise.

Maybe that isn't going far enough, maybe some people might secretly seek an education in an underground fashion like the catholics did in the UK during Tudor times and the cancer will re-emerge when people have forgotten the bad times.

No, the only way the Earth will ever be safe from the cancer of humanity is if we rid the Earth of every single human on the planet so it can be be left in peace to circle the sun endlessly in a state of new-found eco-bliss.

The only plausible measure I've heard of so far is to encourage a worldwide 1 child per family limit

The "climate change" issue is still very much unproven.

As for this dictatorship talk, I'm afraid green issues are looking like the guise under which worldwide ditatorship will be introduced.

Nice idea for a thought experiment, but unfortunately, it was never going to foster rational discussion.
