    Can you get a J1 yourself,ie apply through the US embassy in Dublin

    No. With any visa you need to have a sponsor. Work visas, fiance visas, whatever. So the same applies for the student visas. The companies in Ireland (USIT, SAYIT and go4less) are the only three companies which are set up to sponsor J visas. They correspond with either InterExchange or CIEE (if you wanna look up those companies for more info on the procedures) who apply to the US embassy for you and state that they will look after you while you are in the US (so you don't become an illegal immigrant and they know where you are based at all times). The only other company you could try is a company called Irish Immigration Center (iicenter.org) but last time I checked with them they were having difficulty retrieving paper work and forwarded me to Sayit who I was already familiar with. That was about three months ago, things may have changed!
