Who sets the rules in multiplayer games

    Another newbie question, so again apologies if the answer is straightforward.

    Anyway, I've been playing a few multiplayer games recently, and I'm wondering who is responsible for setting the rules in the games?

    For example I've been playing a few games of Domination, and there never seems to be any limit set, whether time, or number of points. The game goes on for ages, and all of them have ended via a Tactical Nuke.

    all public matches have the same set score and time limits, usually domination has a limit of 200.

    However there's a glitch going around at the moment where 18 players are put on the map Rust with no time/score limit with unlimited ammo. This glitch should be fixed in the next patch though.

    PC or console? Or does it not make a difference?

    The glitch was affecting console's, not sure about PC's though.

    I've not seen the glitch on pc.
