Hey i don't know if i have this in the right place so mods please move accordingly.

Recieved a HP Mini 110 laptop yesterday. Its running Windows 7 "starter" and upon searching i now realise that the background cannot be customised unless the "starter" is upgraded and when i do go to upgrade it, it says its not available in my region. So what do i do now? Anyone able to help me on this?

Also got a matching wireless mouse to go with it, have installed drivers, plugged in usb connnector, turned on the mouse etc. When i move the mouse the light on the dongle lights up the mouse pointer on the actual screen won't move and i cannot for the life of me get it working, is it faulty or can someone give me advice on that too?
