    Since its billpay you should ring them and ask for the code. Have you tired using a another sim in it? Sometimes they are sold without a network lock in place.

    €20 in an unlocking shop will also work just as well.

    Moore street ,back entrance of the ilac shopping centre ,every second store in that area is a phone unlocking shop.

    where are these shops?

    Mostly in cites or big towns. May not be in one boyle, but should be one in carrick on shannon. Plenty scattered around dublin, moore street is well know for them.
