    First he refuses to show up to open the Motorway north of Carlow on Monday the 21st OR to let Martin Cullen be his bitch for the day and open it instead , too busy.

    He is introducing about 30 SEPARATE failure categories for the NCT from January 1st instead. He quietly announces all this, nothing on the transport or nct websites yet of course....just quietly leaked instead.

    CARS OVER 10 years old will have to be tested every year under changes to the National Car Test approved by the Minister for Transport. Noel Dempsey has also effectively banned excessively tinted car windows and noisy exhausts under the changes due to come into effect in January.
    The Minister has accepted a range of additional checks in the NCT proposed by the Road Safety Authority.


    The requirement for cars over 10 years old to be tested annually, rather than the current biennial test, is expected to lead to around 120,000 additional tests a year. The pass rate for cars aged 10 and over in 2007 was about 32 per cent.


    The switch to an annual test should bring in about €6 million extra annual revenue for the test provider, although the new scrappage scheme is likely to see the number of cars in this age group fall.

    Under the new rules, a car will fail the test if it has tinted windscreens or front-side windows with a light transmission level of less than 65 per cent. Car exhausts generating over 99 decibels will also fail. The NCT will also start testing rear fog lamps, reversing lights and rear registration-plate lamps.


    Tyres will also have to have an “E” mark, certifying that their grip and performance meets international standards. This follows moves by the department to restrict the sale and supply of retreaded tyres.


    The final change to the car test is that malfunction warning lights for airbags, electronic and anti-lock braking systems and electronic stability control will be checked. The vehicle will fail if these don’t work properly.

    The RSA said the additional test items will improve vehicle safety and reduce road deaths and injuries.

    Seriously are we going to wake up already. Cutting ribbons is a joke and not a good respresentation of how they should be treated. It sounds like a monarchy the way your giving these people this much time.

    Am i the only one thats noticed every department that this man is in charge of actively makes peoples lives more difficult, in all fairness a nct every year is taking the piss i cant see a car degrading hugely if its passed a nct and waiting for the next one.

    And testing rear plate lights etc what a miserable man he is . rather than implement big cuts to his budget he prob thought oh i will raise some more funds this way.

    Miserable he may be, but not for this reason. My car failed for not having a rear number plate lights 4 years ago. a simple bulb replacement and visual inspection, no charge for retest. Quite proper too, there is no point in having rules that you have to have something if they simply ignore people who pay no attnetion to these rules.

    I expect the other changes are in line with practice throughout the EU.

    Where did you find that Sponge Bob? (I can't see it on irishstatutebook.ie yet.)

    It is not on that site yet ( only up to 455 ) but it was in the Iris Oifigiúil and therefore has force of law.

    What is the point of this thread? Why should we care about the Minister not turning up at the opening of a motorway? And Martin Cullen is a former Minister for Transport. Whats wrong with him going instead?

    The point is that the motorway will not be opened for traffic because Monday doesn't suit Dempsey's schedule. He still wants to cut a ribbon for the media, so he asked for opening to be moved to January.

    It was supposed to open on Monday according to the Irish Times today and AA Roadwatch yesterday and most of today. Then Dempsey let it be known that he could not be bothered opening the Kilcullen - Carlow motorway until January.

    The AA Had this from Tuesday Lunctime to Weds Lunchtime.

    The road will be open to the public by 3pm. The new motorway links Kilcullen to the Carlow bypass and bypasses Castledermot.

    The €300 million motorway from Kilcullen, Co Kildare, to Carlow is to open next Monday, some nine months ahead of schedule.

    The 27km stretch of motorway will provide a bypass of Castledermot and a new national secondary road to Athy town via the junction at Mullamast in Co Kildare.

    The motorway forms part of the M9 Dublin to Waterford route which is due to be completed in 2010.

    But Dempsey has cancelled until January sometime when he feels like it and won't let Cullen do it for him on Monday the 21st....and Cullen would walk 50 miles barefoot backwards barefooot over broken glass to be photographed opening this stretch of road....were he let.

    Indeed he would, this road will give much needed relief to citizens of the SE. Minister Dempsey and TD Seán Power should be ashamed of themselves.     Dempsey appears to be just an over paid figure head for his department
    with no idea or control over what goes on. Outside of his other cock ups this is the man that allowed the changes in driver licence regs and NCT criteria to be announced or dumped on the public without proper lead in times or notification leading to melt down in both admin infrastructures.

    At least public outcry forced turnip head to reverse his decision not to open the Motorway.

    If it's true that local FF slackjaws had persuaded him to delay this opening to help local traders all concerned should be ashamed of themselves.

    But! great to see the power of public opinion...we have these idiots on the run.....
