Would you report someone to the HSA?

I saw two lads operating a cherry picker about 30 foot off the ground with out safety harnesses. They were leaning over the frame painting a building. One of them looked like an apprentice. Should I be right in reporting them to the HSA?

This might not be exactly the same situation, but someone died just last week from falling from a teleporter:

Edit - the company admitted guilt last week, it happened three years ago. Still, seems to be similar enough.

I wouldn't bother. We have tons of regulations in Ireland but they're hardly enforced. Nothing will happen if you report them.

Would it not be on your mind if the young lad fell out of the thing and you did nothing about it?. At least if it is reported it must be followed up. If they didn't and there was an accident the matter would be brought up in a follow up inquiry.

You'd be wasting your time....the response to such complaints is to write to the offending party, and thats assuming that you got the name of the contractor involved. If you didn't they wont event log the complaint. I had a friend who observed someone falling from a scaffold, she recognised the scaffold as being defective (she's a construction safety person) and when she rang the HSA they said they couldn't do anything unless she had the name and contact details of the contractor involved, I kid you not. It's not like they have a roving emergency reponse inspector.

Looking at the outfit that these guys were operating I would guess that they would politely tell you to fu*k off and mind your own business if you told them that they should be wearing safety PPE. From what I gather the HSA must log all complaints.

your only wasting your time. nothing serious enough will be done to make them do it the proper way in future. you would be better off mind your own business and carry on with life

You'd be better off reporting it to the site owner or manager. Keeping the place safe is firstly their responsibility.

It wasnt a site, just two lads painting the gable end and front of a private house. I would say I wasn't the only one that spotted this as it could be seen from the main road.

If they were two qualified adult tradesmen yes, but when you see some young lad involved who is probably on minimum wage with no safety training its a different story. These things should not be let out rented out to anyone who is not qualified or has the gear to use them.

If the young lad is actually not a child then he is just as competent and responsible as the other guy. If he has a problem with it he should report his employer to the proper authorities. Otherwise all you will do is get the young lad in trouble with his boss and get hin sacked. When i was working on and off a few months ago i noticed that safety on construction sites had completely declined as to what it was during the boom. I can remember working in a full finished dunnes stores and they safety office would have a go at everybody not wearing safety glasses even though there was no drilling or welding there were just cleaners and people setting up shelving. I doubt things are that stict today.

The OP has not made any comments which could be construed at age discrimination. Read his posts again.
