Can't unlock 2720 with network provided phone

    Hey all,
    Got +1 code from Meteor to unlock my Nokia 2720but when its entered it comes back with "code error" asked Meteor but they say the code is right and I can post it to them for unlocking which is fair enough but trying to understand why the code wont work.

    The instruction say to have the meteor sim in the phone but if i put another one in it asks to unlock. Neither of these options work.

    Unlocked plenty of of phones by code and checked it a number of times.

    Any ideas?
