Job seekers/rent allowance question

Need some advice. I have been lucky enough never to have been in a position where I require social welfare assistance until now, so I no little about the process.
I was recently made redundant and have just been approved for job seekers benefit. I currently share a rented house in Tipperary and my landlord has no interest in getting involved in a rent allowance situation.
He is even willing to reimburse Decembers rent if I can be out for January.
A friend of a friend has just taken on a 2 bed flat in Dublin and is looking for someone to share the rent.

Where do I stand here? Is my understanding that it is the landlords prerogative not to accept rent allowance correct? Would I be able to move to Dublin and apply for rent allowance? If so , what would my chances be of having it approved in my situation? Or, would I be expected to try find somewhere local that will accept rent allowance?
As far as gaining new employment in new year stands, Dublin would not be a bad place to be for me.
    Cheers!
