Particularly the Elegance model with 1.6tdi engine. The retail is 22,400 for this model. Should I seek this car would I get much of a deal, with scrappage scheme? If so..What should I be aiming to be paying for this car?

Anywhere between €1,750 & €2,000 off would be doing pretty well off a 1.6 TDi Elegance, before any scrappage.
