    Flop dealt.

    AAQ (for example).

    Player A ships.
    Player B covers and calls.

    Player A turns up AQ.

Player B goes to muck cards (we can assume for the purpose of this hand that player B is drawing dead).

    At this point do you...

    a) Muck player B's cards and award pot to player A.
    b) Have player B show and deal out turn and river.

    9. Face Up
All cards will be turned face up once a player is all-in and all betting action is complete

In an all in situation, you would turn up his cards and deal out turn and river. The rule covers anti-collusion, so that player B cannot call with, say 72o in your example, to chip dump.
