"Under 23s" - what does that mean?

    People aged 23 and anybody under 23?
    Or does it actually mean "under 23s," i.e. people ages 22 and under?

    Near as I can tell this will only apply to new applicants only.
    As in if you are already receiving the 204 it won't be reduced.

    I could be wrong however.

    Right so here's the details.

    SOCIAL WELFARE
    People of Working Age
    The maximum personal rate for all weekly schemes (other than personal rates applicable to those aged 66 and over) will generally decrease by amounts varying between €8.20 and €8.50 per week from the first week in January 2010 and proportionate decreases will apply in respect of people on reduced rates of payment.

    Associated maximum Qualified Adult Allowances (QAAs) will generally decrease by €5.50 per week from the first week in January 2010 and proportionate decreases will apply in respect of people on reduced rates of payment.

    There will also be a decrease of €10 per week in the maximum rate and a decrease of €4.50 per week in the minimum rate of Maternity Benefit and Adoptive Benefit from the first week of January 2010.

    Activation Measures
    There are a number of changes to the Jobseeker’s Allowance and Supplementary Welfare Allowance schemes as set out below:

    * New maximum personal rates of Jobseeker’s Allowance and basic Supplementary Welfare Allowance will be introduced for new applicants aged 20 to 24 inclusive. The new rate will be €100 per week for new applicants aged 20 to 21 and €150 per week for new applicants aged 22 to 24. The Qualified Adult rate applicable to Jobseeker’s Allowance/basic Supplementary Welfare Allowance applicants aged 20 and 21 will also be €100 per week and for those applicants aged 22, 23 and 24 will be €130.10 per week. These rate reductions will not apply to claimants with dependant children.

    * The personal rate of Jobseeker’s Allowance and basic Supplementary Welfare Allowance will be reduced to €150 per week where job offers or activation measures have been refused. Further details of this measure will be published in the Social Welfare Bill, 2010.

    Does "new applicant" include those who are currently on JSB but will soon be applying for JSA because their JSB is about to end?

    How is there a set rate of JSA (e.g. €100 or €150) if JSA rates are based on means testing?

    Im currently getting €160 a week. I was told originally that I should be getting the €204 but because I was under 20 I was not entitled to it. I was paying in nearly €350 in tax a month. Will I be reduced to €100 a week now???

    The reduction should only apply to new applicants after january 1

    You wouldn't be classified as a new applicant because your payments will be linked.
    The €100/€150 is the maximum payment you can get, any means you may have will be taken off that rate.

    Quite confused and have a few questions if any one can help:

    I am 24 and on a JSB rate of €132 as I live at home and so did not qualify for the full amount. Will my payment be reduced or is the fact (like others asked above) that I am already on it mean my rate stays the same?

    If I am unfortunate enough to be on the blasted thing come April when I will be means tested for JSA, will I be counted as a new or linked applicant?

    Finally a hypothetical, if I were lucky enough to get a job and my claim was closed, and I am then made unemployed a month later, and apply again, do I then get the reduced rate? If the later is true it is no incentive for people to take a chance on a job they aren't sure of.

    Im 23 and have been on social welfare for a yr,will I be cut to 150 or 196?

    If you are already on the payment and under 25, your payment won't be reduced to €100/€150. However you will be affected by the 4.1% cut across the board, so your maximum payment will be €196.

    At the moment there are exceptions for those under 20 - the reduced personal and qualified adult rate of Jobseeker’s Allowance for claimants under 20 years of age will not apply in the following cases:

    * Claimants with dependent children
    * Claimants with a qualified adult and dependent children
    * People transferring to Jobseeker’s Allowance immediately after finishing their entitlement to Jobseeker’s Benefit
    * People transferring from Disability Allowance to Jobseeker’s Allowance
    * Where an existing Jobseeker’s Allowance claimant gets a job and stops claiming the allowance but loses that job an ends up back on Jobseeker’s Allowance within 12 months
    * People aged 18 and 19 participating in a Youthreach course for young early school leavers or a full-time course in a Senior Traveller Training Centre
    * Claimants who qualify for the Back to Education Allowance full-time second level course or post Leaving Cert course
    * People aged 18 to 19 participating in a full-time FAS training course.

    This will probably be extended to under 25s but we will have to wait and see.

Wishful thinking on my behalf?

    Have a read of the post above and see if you satisfy any of the conditions. It has not been announced yet however if they will be the same for the new cuts in this budget, but those are in place at the moment for under 20s.

    i am on disability allowance and went for ajob on ce scheme,just been notified i got the job just would like to know how long it will take to get allowed to start,thanks.

    Write a letter to the DA section of the DSFA requesting an exemption to be allowed to participate on the CE scheme. Keep a copy of the letter for your own records.

    I'd also phone the DA section and ask them how long it will take them to approve the exemption.

    Also on Disability allowence here (max amount of €204.00 a week) and utterly bewildered by all the talks of cuts.
    I'm 21 years old and worried that my payment will be reduced under the new schemes.

    As I have to pay rent to my mother, bills and repayments on a Credit Union debt (€3,000) out of this, I actually only have about €110 a week to buy food, clothes and other every day items in one of the most expensive cities in the world.

    I'm terrified that I'll be docked €40+, forcing me to live on €70 a week after all the deductions.
    Can someone please enlighten me before my stomach ulcer goes septic?!
