Green Card refused

I have just received refusal for an appeal sent for my GreenCard application.
(After waiting over 6 months) the bit that boils my blood is the official corresponding letter, which states that they (Emp) view the role of which the GreenCard was applied for as a role that can’t be considered a highly skilled position.

The role being an IT Manager (with Project Management and Database administrational skills in addition to the requirement of Arabic language)

    Did anyone face such refusals?

I think the department is under pressure NOT to grant GreenCards due to the raising numbers of unemployment within the state. But this is really stupid approach to solve unemployment problems.

Is there really such a shortage of IT Managers that we need to import them? No offence to the OP but surely the purpose of this scheme is to attract workers in areas in which there is a shortfall in Ireland? I cant see that being the case with IT Managers in Ireland.

    None taken,

All IT roles (from QA testers, programmers to IT systems managers) are listed as eligible under the scheme. The role applied for had an additional requirement, having fluency in Arabic. The company even carried out a market test, although its not required in the GreenCard process; posting the role on jobs.ie and irishjobs.ie. The recruitment agency has even provided a letter stating that they were not able to find any suitable candidate within the state.

I have lived and work in Ireland for 14 years, I understand the point you’re trying to make but when the market doesn’t have enough skill, importing (as you’ve put it) is a good step. After all they will be paying tax, contributing to the whole economy.

And as we all can see Ireland needs this more then ever.

    .

Granted, but that does not mean they have to approve the application

Well given that extra information it seems that the decision is a little short-sighted. As you said it could be a blanket ban.

    Totally agree.

Are greencards still tied to a particular job here? I thought they had done away with that and the greencard was for the person alone?

Has the op enlisted the help of an immigration attorney? I would recommend a consultation if not. I have investigated this, and have gotten free and useful advice over email from fairly accomplished immigration lawyers about green card and other visa matters.

I presume your talking of US Green cards and immigration, seem as you mention "immigration attorneys" and your location.

I'm not quite sure that would be so relevant to the Irish "Green Card" scheme though which is being discussed here.
