i know one can use a 3v card to set up a pay pal account but can one recieve payment then from another individual through pay pal?

Yes, you can indeed receive payment from others. However, you will only be able to withdraw those funds to your bank account. Make sure the 3v card you use to set up your account uses YOUR name.
