Hey, I don't have a permit either, so I checked out the story with the Saturday parking also. Here's what I've learnt thus far:

Most of the car parks require a P and D parking ticket for P and D parking spots every day with the exception of Sunday, the only car park that I've found that doesn't require a ticket on a Saturday is the small car park outside the on campus Bank of Ireland: http://www.nuigalway.ie/campus-map/, Select parking, select from the sub drop down menu Bank of Ireland, but there are only a very limited amount of parking spaces available, possibly five or six.

However I don't know if non permit holder can park in non P and D spaces outside of parking restriction hours. May be someone else can clarify this.

Well yesterday and today I parked in the P&D behind the IT building. Didnt pay. No clamp this weekend anyways.

Also, theres some glass at one of the parking spaces, looks like someones car got broken into. Shame
